From 1992 to 1996 Ron Binz served on the Network Reliability Council to the Federal Communications Commission (NRC I and NRC II).  The Council was composed of CEO-level representatives of about 35 carriers, equipment manufacturers, state regulators, and large and small consumers. Binz represented small consumers.

The NRC investigated the causes of major network outages, developed a list of recommended best practices for improving reliability and considered the impact of multiple-carrier interconnection on reliability.
