Natural Gas Restructuring

Ron Binz is currently advising AARP-Wyoming on the Choice Gas Program of Kinder Morgan Gas Company.

He advised the Missouri Office of Public Counsel in a  tariff case in which Missouri Public Service (UtiliCorp) proposed to extend competitive choices for natural gas to commercial customers.

He represented and advised the Georgia Office of Consumer Utility Counsel (CUC) in  lengthy legislative and regulatory proceedings on natural gas restructuring enacted by the Georgia legislature and implemented by the Georgia Public Service Commission.  There were major problems with implementation of the gas choice program, due mainly to rate design issues favored by the utilities, which the CUC had warned the legislature about early on.   Unfortunately, the CUC was not successful in convincing the lawmakers to amend the authorizing statute.

Binz recently made two presentations to NARUC members on natural gas unbundling, one of which is posted below.

  • Presentation to WCPSC on Issues in Natural Gas Unbundling

  • Testimony of Ron Binz before the Georgia PSC re Natural Gas Unbundling Proposal of Atlanta Gas Light

  • Selected Comments to the Georgia Public Service Commission
