Binz recently authored two major reports, funded by the Energy Foundation, that examine the impact of a proposed Renewable Portfolio Standard on retail electric rates in Colorado.  The two reports develop avoided cost models for the fossil fuel generation resources being displaced by renewable resources, as well as sophisticated modeling of the cost of renewable resources, including wind, central station solar and distributed solar generation.
