Philosophy

Fundamental changes in telecommunications and energy markets require new approaches to regulation in these industries. Policy makers are relying increasingly on competition to deliver consumer benefits and serve the public interest.

Regulation retains an important role, but its tactics are changing.  The priorities must be to promote sustained competition among service providers, protect consumers when markets fail and help consumers make informed choices among competing providers.
